Billy is the son of William “Bill” and Audrey McGoey and was born and raised in Arabi.

He attended St. Robert Bellarmine and graduated from Holy Cross High School in 1977. He received is undergraduate degree from LSU and graduated from LSU School of Law in 1984.

Billy is licensed to practice before the U.S. Supreme Court, the U.S. Fifth Circuit Court of Appeals and the U.S. District Courts of Louisiana. He is a former Law Clerk to Judge Cecil C. Cutrer (Louisiana Third Circuit Court of Appeals), former St. Bernard Parish Attorney and Prosecutor in the St. Bernard Parish District Attorney Office. He has been a practicing attorney for 35 years and recognized by Louisiana Super Lawyers© and The Best Lawyers in America©. He is currently a prosecutor in Adult Drug Court, and a regular seminar speaker for LSU Law School, Loyola Law School, the Louisiana State Bar Association, the American Bar Association and the Louisiana Judicial College.

A long time active member of his community, Billy is a board member of the St. Bernard Kiwanis Club, a member of the St. Bernard Rotary Club, founder and President of the St. Claude Heights Community Association, a member of the St. Bernard Chamber of Commerce, a graduate of the St. Bernard Parish Leadership St. Bernard Program, a graduate of the St. Bernard Citizen’s Police Academy, a volunteer at the League of Angels, and a member of the Krewe of Nemesis.

Billy is married to Kathy Breuhl McGoey, and they have two children, Will and Meredith. The McGoeys proudly reside in Arabi.
