Juana Marine Lombard is a judge for the criminal district magistrate court in Orleans Parish, Louisiana. She was elected to the position on November 3, 2030 and expiring on December 31, 2026.

Lombard, a lifelong resident of New Orleans has been practicing law for over 20 years. Lombard was a former staff attorney for the Orleans Parish Indigent Defender Program and the Capitol Defense Project of Southeast Louisiana. She has also served on the Orleans Indigent Defender Parish Criminal Conflict Panel and the Federal Conflict Panel.

From 2010-2016, Lombard served as a criminal magistrate commissioner for Orleans Parish.

Throughout her legal career, she owned and operated a law firm where she handled criminal, civil, domestic and juvenile cases including representing New Orleans public school teachers who were unfairly terminated post Katrina. She is also a licensed mediator with Mediation Arbitration Professional Systems (MAPS). 


Juana served as Commissioner of the Louisiana Alcohol and Tobacco Control for Governor Edwards from 2016 – 2019.

During her tenure, Lombard worked with First Lady Donna Edwards to create a human trafficking task force and awareness program and was a frequent guest lecturer in front of community and faith-based leaders.

Lombard also sat on the DWI Task Force, Drug Policy Task Force and Human Trafficking Commission and worked with the Governor’s Children’s Cabinet.

Lombard is a graduate of Xavier Prep, Loyola University and Loyola School of Law. She is a member of Alpha Kappa Alpha Sorority and is a board member of the Girl Scouts of Southeast Louisiana.

She is married to Darren Lombard and they have five children and two grandchildren.
